Notice of a Public Meeting on August 5, 2010, in Odessa, Texas Concerning the Angus Road Groundwater Site
The purpose of the meeting is to obtain public input and information concerning proposal of the area to the state registry of Superfund sites and the identification of potentially responsible parties.
The Texas Commission on Environmental Quality (TCEQ or commission) is required under the Texas Solid Waste Disposal Act, Texas Health and Safety Code, Chapter 361, as amended, to annually publish a state registry that identifies areas that may constitute an imminent and substantial endangerment to public health and safety or the environment due to a release or threatened release of hazardous substances into the environment. The most recent registry listing of these facilities was published in the September 18, 2009, issue of the Texas Register (34 TexReg 6464).
In accordance with §361.184(a), the commission must publish in the Texas Register and in a newspaper of general circulation in the county in which the area is located a notice of intent to list an area on the state registry of Superfund sites. With this publication, the TCEQ hereby gives notice of an area that the executive director determined eligible for listing, and which the executive director proposes to list on the state registry. This publication also specifies the general nature of the potential endangerment to public health and safety or the environment as determined by information currently available to the executive director. This notice of intent to list this area was also published on June 25, 2010, in the Odessa American.
The area proposed for listing is the Angus Road Groundwater Site (the Site), located in the 4300 block of Angus Road, northwest of Odessa, in Ector County, Texas. The geographic coordinates of the area are 31.8779110 North, 102.4160750 West. The site is located in a light commercial/residential area. The description of the area is based on information available at the time the area was evaluated with the Hazard Ranking System (HRS). The HRS is the principal screening guide used by the TCEQ to evaluate potential, relative risk to public health and the environment from releases or threatened releases of hazardous substances. The description may change as additional information is gathered on the sources and extent of contamination. The Site is a groundwater plume of unknown source.
The investigation has determined that the groundwater plume underlies an area approximately bounded by West 47th Street on the north, Johnson Street on the west, Kermit Highway on the south, and Cessna Avenue and Brahma Road on the East.
The TCEQ began investigating the area in 2004, after the regulated chemical 1,2-Dichloroethane (1,2-DCA) was detected during annual testing of two Williams Trailer Court Public Water System wells located at the 4300 block of Angus Road. The TCEQ expanded groundwater sampling in 2006 to determine extent and identify possible source(s) of contamination. Analytical results from six sampling events identified that regulated chemicals 1,2-DCA, 1,2,3-Trichloropropane and Manganese were detected above health based levels. The groundwater sampling locations were further expanded in 2007 and 2008 to monitor all the chemicals of concern. The groundwater sampling so far has not identified any potential source(s) for the contamination.
A public meeting will be held at 7:00 p.m. on August 5, 2010, in Council Chambers of Odessa City Hall, 411 West 8th Street in Odessa, Texas. The purpose of this meeting is to obtain additional information regarding the area relative to its eligibility for listing on the state registry and to identify potentially responsible parties. The public meeting is not a contested case hearing under the Texas Administrative Procedure Act (Texas Government Code, Chapter 2001).
All persons desiring to make comments may do so prior to or at the public meeting.
