| (a) All new or changed documents on a state agency
website that meet the criteria of a "state publication" as defined
by the Texas State Library and Archives Commission must include the
meta tags required by 13 TAC §3.4, when technically feasible.
(b) The home page of a state agency website must incorporate
TRAIL meta data and must include links to the following State of Texas
resources:
(1) State electronic Internet portal, Texas.gov
(2) Texas Homeland Security website
(3) TRAIL, statewide search website
(4) State Auditor's Office Fraud, Waste, or Abuse Hotline,
and agency fraud policy, if applicable
(c) The home page or site policies page of a state
agency website must include links to the following agency resources:
(1) Agency linking notice
(2) Agency privacy notice
(3) Contact information
(4) Agency policy and procedures relating to Open Records/Public
Information Act
(5) Compact with Texans
(6) Agency electronic and information resources accessibility
(A) Policy
(B) Coordinator contact information
(7) High-value data sets created or maintained by the
agency
(d) Key public entry points must include links to the
following agency resources:
(1) Home page
(2) Site policies page or contact information
(3) Site policies page or linking notice
(4) Site policies page or privacy notice
(5) Agency electronic and information resources accessibility
(A) Policy
(B) Coordinator contact information
