|RULE §401.1||General Statement of Purpose|
Pursuant to Government Code, Chapter 2162, the State Council on Competitive Government shall encourage competition, innovation, and creativity in providing state services in order to improve the quality and cost-effectiveness of those services. These rules are promulgated to inform the public and provide an orderly procedure to accomplish the responsibilities provided by law.
