SUBCHAPTER BCONDITIONAL PARDON
RULE §143.22Consideration of Request

The board will consider a written request for conditional pardon, only to release an offender to another country or in cases where extreme, exceptional, and unusual circumstances exist, and only after minimum statutory parole eligibility has been attained.
