The comptroller maintains a permanent copy of the transcript of proceedings for each issue of bonds registered by him. All transcripts are available for inspection by the general public during normal working hours in the comptroller's office in Austin and a copy of any transcript or any part of a transcript will be made available upon request with cost of reproduction to be borne by requestor.
