Municipal bonds and other public securities are registered by the comptroller upon receipt of the approving opinion of the attorney general of Texas. An issue of bonds for which registration is desired shall be delivered to the offices of the comptroller in Austin, Texas, during normal working hours. In addition, when the entity issuing the bonds makes prior arrangements, either verbal or written, with the comptroller's bond clerk, an issue of bonds may be registered in a city other than Austin, Texas.
